If you live in Panorama Hills, there’s a good chance you’re part of the PHRA — the Panorama Hills Residents Association. We’re a not-for-profit organization dedicated to enhancing the experience of living in this community. From maintaining beautiful shared spaces to operating the Panorama Hills Community Centre (PHCC) and organizing programs, events, and long-term projects, we serve nearly 6,700 households each year.

This post will walk you through who we are, what we do, why your fee exists, and how you can get involved.

What Does the PHRA Do?

We manage and support:

  • Select community green spaces, pathways, and boulevards beyond City standards
  • The Panorama Hills Community Centre (PHCC) and outdoor park
  • A variety of community events, programs and, play amenities
  • Ongoing improvements like the PHCC Expansion Project, set to complete later this year

Everything we do is focused on building a connected, active, and well-maintained neighbourhood for all ages—through all seasons.

Are You a PHRA Member?

If your property title includes a land-use caveat (encumbrance) registered to the PHRA (formerly Northstar Residents Association), you are a member and pay an annual fee. Membership is tied to your property, not something you sign up for. Most homes in Panorama Hills are part of the Association.

Why Does the Annual Fee Exist?

Your PHRA fee is a mandatory annual payment used to directly support your neighbourhood. It’s not a City tax — it stays right here in Panorama Hills. Your fee supports:

  • Enhanced maintenance of green spaces and pathways
  • Operation of the Community Centre and amenities
  • Community events, youth and family programs
  • Ongoing capital improvements (like the PHCC Expansion)

Community Maintenance: More Than Curb Appeal

We go beyond basic upkeep. Through our Enhanced Landscape Maintenance (ELM) Program, we invest in higher-quality maintenance for public spaces within PHRA zones.

Spring & Summer Maintenance
Includes floral displays, litter cleanup, tree wells, watering, mulch care, and fertilization.

Programs, Events & Family Fun

Throughout the year, we offer a lineup of seasonal events and community gatherings. From family festivals and fitness sessions to cultural celebrations, there’s always something happening.

Our events bring residents together — and our biggest event of the year is our Canada Day celebration, featuring live entertainment, family activities, and food.

The PHCC also features unique amenities, including our Play Hubs — imaginative indoor and outdoor play spaces for children designed to spark creativity and movement.

Looking Ahead: PHCC Expansion

The Community Centre is the heart of the PHRA — and we’re investing in its future. The PHCC Expansion will introduce new amenities and space to serve our growing membership.
The project is well underway and the facility is set to reopen later this year. We’ll keep members informed at every milestone.

Who Runs the PHRA?

The Association is overseen by a Board of Directors — homeowners just like you who volunteer to guide the vision of the organization.

Daily operations are managed by our team based at the PHCC — from maintenance and guest services to programming and admin support.
